Mumbai terror attacks of Nov 08, What changes will help us reform our democracy in the longer term?

Clearly the overwhelming response has been to blame the politicians who have obviously failed us time and again. However I guess the real solutions lie in getting to the root cause of the problems and try fixing those rather than start the blame game all over again. In crisis lies an opportnuity to reform, so here are some immediate thoughts and questions, which I would like to share :-

Ques A) Do we have the best person incharge for the nation's security, state's security?
Is Mr. Patil the best politician from the ruling UPA for the job. Even if he were to be replaced, which is likely, would we still have the best person suitable for the job? Is he or any of his fellow politicians - the best choice to lead internal security for the country? India has several celebrated police force & RAW chiefs, ex-generals, admirals and air marshalls, defence strategists who would be far better equipped both as thinkers and managers in making sure we come up with right plans, budget allocations, simulations and audits etc to achieve our internal security objectives. What I'm suggesting is for our democracy to find a way of having the "nominated" experts be made ministers rather than career politicians. Perhaps the time has come for our democracy to make a change such that experts (who could be non-elected representatives / politicians) constitute the cabinet acting as an executive body and reporting & responsible to the parliament, consisting of elected representatives. I guess both the executive cabinet and the elected parliament will add tremendoous value in such a composition. Anyhow more on this later. These obviously are longer term questions and changes for the Indian democracy at both central and state levels.

Ques B) Do we have audit mechanisms in case of personal or systemic failures?
This is a more operational level thought. We have a great team of NSGs, MARCOS and perhaps other elite units. Great !! Do we also have any crack team of commandos, which tries testing the impregnability of our country's border security through actual break-ins? War games etc are wonderfull examples - which perhaps should be extended to simulated terrorist attacks, sea-landings or even aerial route breakins in the changed context. Having the infrastructure etc. is one thing - but how often are we testing this infrastructure.
